Not always, but most work maps well to one of them. The point is to make the first step clearer and lower risk, not force every engagement into the same shape.

Can a sprint roll into a build?

Yes. That is often the cleanest path when the first week is used to clarify scope, fix blockers, or shape the next useful delivery phase.

What if the scope is still vague?

That is usually a sign the first step should be a sprint or smaller diagnostic pass. We would rather tighten the shape of the work first than pretend the full scope is already obvious.

Are these fixed quotes or starting structures?

They are engagement structures and starting price points. Final commercial shape still depends on system depth, timeline pressure, integrations, and how much uncertainty is in the work.
